A 3-judge panel of the U.S. Courtroom of Appeals for the Second Circuit on Wednesday heard oral arguments on whether or not common-law sovereign immunity applies within the prosecution of the Turkish state-owned financial institution Halkbank for allegedly violating U.S. sanctions towards Iran.
